The digitisation of accounting and invoicing processes is now taking a major step forward. The government has presented a bill that introduces mandatory e-invoicing and digital bookkeeping in the business sector. The aim is clear: less manual work, fewer errors – and a simpler working day for Norwegian businesses.
But what does this mean in practice? And what should you, as a business leader, do now?
What is the government proposing?
According to the Ministry of Finance’s Prop. 44 L (2025–2026), amendments to the Accounting Act are proposed, involving the following key points:
- From 1 January 2027: All businesses subject to accounting requirements must send e-invoices to other businesses subject to accounting requirements (B2B).
- From 1 January 2030: Businesses must use digital accounting systems capable of automatically receiving and processing e-invoices.
This represents an acceleration of previous plans, justified by the fact that digital maturity in Norwegian business is already high.
Why is the e-invoice requirement being introduced?
The government highlights several key socio-economic and business benefits:
- Socio-economic benefits of approximately NOK 10 billion over 20 years
- Less manual work and lower administrative costs
- Fewer errors in invoicing and bookkeeping
- Better traceability and control – and thus a significant contribution to the fight against financial crime
Part of the government’s simplification strategy
The requirements for e-invoicing and digital bookkeeping form part of the government’s broader simplification strategy for the business sector. The strategy aims to ensure that:
- Businesses only have to submit the same information once, even if several agencies require it
- Reporting must be digital and automated, directly from the business’s specialist systems
- Unnecessary manual work and double entry should be eliminated
