Digitalisation of accounting and invoicing processes is now taking a major step forward. The Government has put forward a legislative proposal that introduces mandatory e-invoicing and digital bookkeeping in the business sector. The goal is clear: less manual work, fewer errors — and a simpler everyday life for Norwegian businesses.
But what does this mean in practice? And what should you, as a business owner, do now?
What is the Government proposing?
According to the Ministry of Finance’s Prop. 44 L (2025–2026), changes are proposed to the Bookkeeping Act that entail the following main points:
-
From 1 January 2027:
All entities subject to bookkeeping obligations must send e-invoices to other bookkeeping-obligated entities (B2B). -
From 1 January 2030:
Businesses must use digital accounting systems that can receive and process e-invoices automatically.
This brings the timeline forward compared with previous plans, justified by the fact that digital maturity in Norwegian business is already high.
Why is the e-invoicing requirement being introduced?
The Government points to several important benefits for society and businesses alike:
- Estimated socio-economic benefit of around NOK 10 billion over 20 years
- Less manual work and lower administrative costs
- Fewer errors in invoicing and bookkeeping
- Better traceability and control — and thereby an important contribution in the fight against economic crime
Part of the Government’s simplification strategy
The requirements for e-invoicing and digital bookkeeping are part of the Government’s broader simplification strategy for the business sector. The strategy aims to ensure that:
- Businesses only have to submit the same information once, even if several authorities need it
- Reporting should be digital and automated, directly from the business’s own systems
- Unnecessary manual work and duplicate entry should be eliminated
This is confirmed both in the Government’s press releases and in Sticos’s Hurtiginfo (Quick Info) to the accounting industry.
What does your business need to do now?
Even though the legislative proposal still has to be considered by the Storting, there is good reason to start preparing already now.
We recommend the following:
-
Map your current invoicing and accounting routines
Do you use e-invoicing today — and in which format? -
Ensure you have the right system support
Your accounting system must support EHF/Peppol and automated processing. -
Think holistic digitalisation
E-invoicing has the greatest effect when combined with digital voucher handling, bank integration and continuously updated accounts.
